noust runtime install

Install a runtime: node@22, node@22.11.0, python@3.12 or php@8.3.

noust runtime install [OPTIONS] LANGUAGE@VERSION

Arguments: spec

Option	What it does	Default
`--json`	Print the runtime as JSON.
`--reason`	Why this change is made (a change reference, a ticket). Recorded with the command in the audit log; required only where a compliance framework asks for it (ENS) or security.change_reasons is on.

List the runtimes Noust installed, the PHP versions and what the server runs.
